Open Data Hackathon 2023

Event Name: Open Data Hackathon 2023 – Smart Living
Leading Organiser: Hong Kong Technology Advancement Group (HKtag)

General Eligibility Requirements

  1. Participants should apply according to their respective streams below:
    Primary Stream:  Current primary students from Primary 4 to 6 or Grade 4 to 6
    Secondary Stream: Current secondary students from Form 1 to 6 or Grade 7 to 12
    Tertiary Stream: Current full-time college or university students, including freshman-to-be at time of enrolment
    Public Stream: Age at 18 or above, including non-full-time students
    Remarks: If the team is a combination of full-time students and non-students, they should go for “Public Stream”.
  2. Each team can be formed of up to 4 teammates.  Any replacements of teammates if the team is promoted to the final round will lead to disqualification.
  3. Each teammate is expected to show up at the designated venue to present their proposal for the hackathon screening and final.
  4. The project submitted must be a data-driven one with the use of datasets from DATA.GOV.HK (https://data.gov.hk), CSDI Portal (https://portal.csdi.gov.hk/csdi-webpage/) and or any other relevant and reliable source of data.
  5. Participants are expected to demonstrate how the local open data resources significantly contribute to their solutions for the target market, complemented by a sustainable development plan (3-5 years), in order to align with our goal of optimizing living in various aspects and implement effective technology applications and green measures.
  6. The core part of the innovation and design in the project shall not be a full copy from the participants’ previous work/services/products or intellectual properties of others.  Any proposals found to have a same solution available in the market will be disqualified.

Rules and Regulations

  1. Applicants are advised to be aware of the best practice and case-based experience as promulgated by the Office of Privacy Commissioner for Personal Data.
  2. Applicants are reminded that any person who, without the permission of the Leading Organiser of this event, offers an advantage to parties involved in the Hackathon as a reward or inducement for doing any act or showing favour in relation to the Hackathon commits an offence of the Prevention of Bribery Ordinance (Cap. 201).
  3. To avoid conflicts of interest and the perception as such, applications for the Hackathon from sponsors will not be accepted.
  4. In case of any dispute, the decision of the Leading Organiser will be final and binding on all parties concerned.

Details for enrolment and proposal submission

  1. All teams should submit their proposal(s), supplementary materials and the enrolment form to [email protected]  on or before 15 November 2023.  The enrolment form and latest information can be found on https://events.hk-tag.org/
  2. All information submitted must be true and valid.
  3. Teams from ALL STREAMS can submit their proposal in English or Chinese.
  4. The proposal should be saved in .ppt, .pptx or .pdf format.
  5. Teams should indicate the datasets/sources used for the proposed solutions.

Details for the screening and presentation session (for shortlisted teams)

  • The screening/presentation round will be held at late November 2023.  Shortlisted teams will be notified via email.
  • Teams invited will give a 5-minute slideshow presentation of solutions and plannings in either English or Chinese and have a 3-to-5-mintue follow-up session to answer questions from our judges.
  • Teams should bring their own laptop or tablet for presentation.

Judging Criteria

1) Innovation and Creativity (20%)

  • The innovation in solving a specific problem with ICT
  • Creative problem-solving with new forms of application and the use of effective technologies
  • Cost-effective deployment and integration of resources (including with list of datasets) or technologies

2) Functionality with relevant use of open data sets (25%)

  • Understanding and effectively addressing user (customers, citizens, stakeholders) requirements per study of relative data to solve the issue
  • Empowering users to accomplish their functions efficiently (customer-centric, citizen-centric)
  • Regulatory compliance, industry/sector best practice compliance
  • Ease of implementation
  • Providing scalability and interoperability
  • Enhancement planning for foreseeable market/sector/community needs

3) Market Potential/ Performance and Public Acceptance (20%)

  • Current market share/user base and rolling take-up rate
  • Realistic/justifiable market growth projections for local
  • Future diversification into new industries/sectors/communities

4) Benefits and Impact (20%)

  • Creating a new operational model for business and public sector enterprises
  • The extent of new and enhanced revenue/profits and/or tangible cost savings, (monetary, efficiency and productivity)
  • Creating impact: industry-impact, sectoral-impact, social-impact, on accessibility and reach, quality and satisfaction, for customers/citizens
  • Enhancing public/market/sectoral community awareness of the use and benefits
  • Including ESG factors in measuring the sustainability and societal impact of this project

5) Quality (15%)

  • Reliability and stability
  • Quality standards as reflected by external quality marks/certs
  • User-friendly interface (if applicable)
  • Good presentation skills

Remarks:
The confirmation of finalist teams will be announced upon double screening and final review of their total score by the chief screening panel judge and HKtag.

Assessment Process

In the course of the evaluation, HKtag and the chief of screening judge panel may require access to relevant information in the participants’ possession. The participants will be notified in advance if such access is required. Any information supplied by the participants for the purpose of the Open Data Hackathon will be treated as confidential and will not be released by HKtag and related parties without the participants’ permission.

Prize and awards for winners

The remarkable accomplishments of the Hackathon Winners (Champion / First runner-up / Second runner-up) will be recognized by our IT industries, government departments and all other stakeholders.
